Tobruk expository of the Central Libyan Bank is planned as the part of future business center placed in the quiet neighborhood of the city. The buildings are overlooking the public square which represents center of the business district. The square is open for pedestrians and service vehicles while the main parking space is provided underneath it. It serves only to visitors of the district and might be extended to serve separately to each building of the district. Also, it is open to the square through voids and therefore they form a single spatial unit. The voids are imagined as green links with the underground level and thereby they provide multi-layered public square. The Central Libyan Bank`s basement is connected with the underground parking space. Hence, it is a highly secured space due to the demands of the building`s program.
The buildings program has been divided into the three main parts: Issuing department, Security department and Training center. Each one of them has a separate building in order to establish clear functional disposition and accessibility division. All the program’s spatial standards have defined the volume of each building. Comprehended in one building, three separate volumes had been adapted to form one single unit. Each one of them might work separately, but when comprehended they form a strong building representing the stability and strength of the Central Libyan Bank system.
The voids between them enable each one to work as individual unit and emphasize importance of every one of them. The main part of the void is the entrance hall that symbolizes importance of the Central Libyan Bank for the society by its volume. The building is open to the business center square showing the importance of the institution`s accessibility and its connection to the community.
The flexible background of this concept enables comfortable building extensions. If extended through the system, building will keep the same functional logic while its form will be improved. It might be extended both by adding the new volumes and with extensions of the existing ones. When volumes are expanded or added, envelope should enclose all of the new added areas, in the same way as the old areas were enclosed, in order to comprehend them in one volume. Therefore, the building will change its form with every extension and will always symbolize the same principals.
Nevertheless, it will represent the system`s improvements influenced by the developments of the contemporary life.
